SignRuleSheet publishes plain-English guides to city sign codes, sign permit fees and permit steps. It's built for sign shops, installers and permit expediters who need a fast answer before they quote or submit, starting with Phoenix, Scottsdale and Mesa, Arizona.

Always confirm with the city before you build or bid. Our pages are summaries for planning only. They are not legal advice and not the official code. SignRuleSheet is independent and is not affiliated with, endorsed by or speaking for any city or government agency. If anything on this site disagrees with the official code or city staff, the city is right.

How the pages are researched

  • Official sources only: each city's zoning ordinance, the ordinances that amended it, the city's current fee schedule and the city's own handouts and web pages.
  • Checked against the source: every statement is checked against a saved copy of an official city document or council record, using a verbatim quote, and shows the section number or document it comes from. Each page lists the official sources with links.
  • Dated: each page shows when it was last checked. The current pages were last checked in October 2026.
  • Conflicts shown, not resolved: when official city documents disagree, the page shows both with citations and tells you to confirm with the city. Anything we could not confirm in an official source is left off.

Report an error

Codes and fees change. If you spot a mistake or an outdated number, email SignRuleSheet@proton.me with the page and what's wrong (a link to the city source helps). We fix confirmed errors and update the "last checked" date.
