Scottsdale, AZ sign rules: permits, sizes and fees (quick reference for sign shops)

Many Scottsdale sites have a master sign program; the city says a master sign program is typically required for developments in the Environmentally Sensitive Lands Overlay (ESLO) District and developments with freestanding signs that include multiple tenant panels. Where city documents disagree

These city documents conflict. Both are shown; this page does not pick one. Ask the One Stop Shop which applies.

  • Which signs need a permit. The city's Code Enforcement page says "All permanent signs are required to have permits prior to installation and display." ZO §8.303 as amended by Ord. 4300 lists signs that do not require a permit, including any sign authorized by the code that is six (6) square feet or less, unless Chapters 31 and 36 of the Scottsdale Revised Code require one. 1. Which rules apply to a property

  • Look up the site's master sign program. Request a copy of a city-approved master sign program through a Property Information Request; requests are processed within 2–5 business days. [9]
  • Downtown Type 1 Area: building signs are capped at 40 sq ft [13], and column, drive-through, entryway monument, entryway wall, landscape wall, mid-size monument, monument, perimeter site wall and tower signs are prohibited (§8.511.F). [18]
  • Scenic corridors: for freestanding signs, "the provisions of Section 8.411 shall apply" (§8.511.G). [18]
  • Community sign districts (§8.302.II) may be formed by petition of at least seventy-five (75) percent of the affected property owners, and may be approved only for: non-residential development(s) with a gross floor area of at least three hundred thousand (300,000) square feet; planned districts with a district size of at least fifteen (15) acres; part of a Type 1 Area with a linear frontage on both sides of the street totaling at least one thousand (1,000) feet; or part of a Type 2 Area made up of contiguous lots with a gross lot area of at least five (5) acres. (The ordinance shows "Resorts" and "Hospitals" struck from this list.) The comprehensive sign program may allow a twenty (20) percent increase to the allowed sum total sign area, area of signs and height. [19]

2. Building (wall) signs (ZO §8.501–8.503, Ord. 4315)

Rules for every building sign (§8.501):

  • Limited to identifying an onsite business or development; placed on a wall of the business it identifies; no part above a roof line. [13]
  • Maximum area of any building sign: forty (40) square feet in the Type 1 Area, two hundred fifty (250) square feet elsewhere. [13]
  • Maximum height of an individual character: six (6) feet; of a cabinet or panel: six (6) feet. [13]
  • Individual characters may not be mounted to the front of a raceway. [13]
  • Wall signs: no part more than twelve (12) inches from the building wall (§8.502.A). [20]

  • The maximum sum total sign area per business includes the additional building sign allowances (Table 8.502.A, note 1). [21]
  • Category E (PRC) only (the table attaches notes 3 and 4 to the Category E row): through a Master Sign Program, the Development Review Board may approve a sum total of 2 sq ft per linear ft of the longest business front for businesses with one front facing a public street and a second front facing the interior of a development (note 3), and a maximum sign height of 60 feet in PRC (note 4). [21]
  • Category D, C-O district (note 8): the Development Review Board may approve a sum total of 1.5 sq ft per linear ft of the longest business front through a Master Sign Program; as printed, note 8 applies "for a building with a gross floor area less of 50,000 square feet, or more" (the wording is unclear; ask the city). [21]

Additional building signs (§8.503):

  • Suspended canopy signs (Categories C and D, PRC, S-R): included in the business's sum total sign area; minimum clearance seven (7) foot, six (6) inches. [22]
  • Shingle signs: four (4) square feet; not included in the sum total sign area; minimum clearance seven (7) foot, six (6) inches; placed "within ten (10) of the primary pedestrian entrance" (the ordinance text gives no unit). [22]
  • Freestanding canopy signs: one per side of canopy; one (1) square foot for each two (2) linear feet of canopy fascia, not to exceed twenty four (24) square feet on any one side and forty eight (48) square feet per canopy; the canopy sign area is included in the business's building wall sum total sign area. [22]
  • PRC projecting signs (with an approved master sign program): area the same as the building wall sign area allowed in Table 8.502.A, not to exceed thirty-six (36) square feet, and included in the business's sum total sign area; one (1) sign for each fifty (50) lineal feet of building wall; not within one-hundred fifty (150) feet of an abutting public street unless separated by a structure and not visible from that street; projection forty-eight (48) inches; clearance eight (8) feet; at least twenty (20) feet between projecting signs on the same building wall.   • Awning signs (Categories B, C and D, PRC, S-R): twenty (20) percent of the total front face area of the awning, or the business front, whichever is less; copy lit only by a light source internal to the awning. [24][23]
  • Entry signs (all districts): one (1) square foot; within ten (10) feet of the primary entrance; maximum height ten (10) feet; maximum projection four (4) inches. [24]
  • Address signs: maximum letter height twelve (12) inches; an address taller than twelve (12) inches is a building wall sign. [24] Address signs twelve (12) inches or less are not included in sum total sign area. [25]

3. Freestanding signs (ZO §8.511–8.517, Ord. 4315)

General rules (§8.511):

  • Set back a minimum of fifteen (15) feet from back of curb, unless a lesser setback is approved; must not obstruct the sight distance requirements of the Design Standards and Policies Manual. [24]
  • Minimum landscape area for column, tower, mid-size monument, monument and landscape wall signs: two hundred forty (240) square feet for signs twelve (12) feet tall or less; twenty (20) square feet times the sign height for taller signs. [18]
  • Minimum distance between the top of the structure and the copy: six (6) inches. [18]
  • Maximum businesses identified (Table 8.511.E): monument 2; mid-size monument 4; tower 4; gas station monument 2; column, entryway monument, entryway wall and landscape wall 1. [18]

Commercial, industrial, mixed use, P-1, P-2, S-C and W-P developments (§8.515): one (1) sign type per street. [26]

Residential districts:

  • Recorded land divisions (§8.512): sign types per street: one (1) under ten (10) gross acres; two (2) from ten (10) to under one hundred (100) acres; four (4) at one hundred (100) acres or more. [29] Monument, entryway monument and entryway wall signs: 5 feet, 24 sqft. Landscape wall signs: 5 feet; area 24 square feet (under 40 gross acres), 48 square feet (40 to under 100 acres), 72 square feet (100 acres or more).
  • Non-residential developments (except R-5) and multiple-family developments in residential districts and O-S (§8.513): one (1) sign type per street; monument or landscape wall sign, 1 / 5 feet / 24 sqft. [30]
  • Non-residential uses in R-5 (Table 8.514.B): 30,000 square feet or more on an arterial, 300 feet or more: tower 1 / 15 feet / 50 sqft, mid-size monument 1 / 8 feet / 50 sqft, or monument or landscape wall 1 / 5 feet / 24 sqft; 30,000 square feet or more on an arterial, less than 300 feet: mid-size monument 1 / 8 feet / 50 sqft, or monument or landscape wall 1 / 5 feet / 24 sqft; less than 30,000 square feet: monument or landscape wall 1 / 5 feet / 24 sqft. Other freestanding signs (§8.516–8.517):

  • Gas station monument: allowed "in-lieu of the development's freestanding sign allowed in a Section 8.515" (not in addition to it); one (1) per street, thirty (30) square feet, and one-half of the sign area may be fuel change panels. [32]
  • Drive-through signs (commercial, industrial and mixed use districts in Tables 4.100.B to 4.100.D, not including the Downtown or Downtown Overlay districts): two (2) per drive-through lane, within ten (10) feet of the lane, at least twenty (20) feet from any street line, forty-five (45) square feet, screened from streets, subject to Development Review Board approval. [32][33]
  • Directory signs: seven (7) feet high (twelve (12) feet in PRC); not within 100 feet of a street line (7 ft or less) or 150 feet (taller) unless separated by a structure and not visible; four (4) square feet per panel; thirty-two (32) square feet total. [33]
  • Traffic directional signs: one (1) per driveway; three (3) feet high; within fifty (50) feet of the back of the driveway curb; four (4) square feet, or eight (8) square feet when serving two (2) or more lots. [33][34]
  • Entryway signs (multiple family, and R-4R/R-5 non-residential): five (5) feet high; twenty-four (24) square feet each; forty-eight (48) square feet total. [32]
  • Planned Community (P-C) and PRD districts of one hundred sixty (160) acres or more: one (1) sign per street entrance, one hundred (100) square feet, eight (8) feet high (§8.517). [35]

4. Window signs

  • Permanent window signs (§8.418): one (1) per business; two (2) square feet; internal illumination if lit; placed inside the building (may be displayed in a door or window), and no sign is permitted in unglazed openings; not counted in the sign budget; no permit unless required by Chapters 31 and 36 of the Scottsdale Revised Code. [13]
  • Temporary window signs (§8.600.G): 25 percent of any window pane over four (4) square feet, 100 percent of panes four (4) square feet or less; on any one side of a building, no more than one (1) square foot per linear foot of building wall and no more than the sum total sign area allowed for permanent signs. [36] No permit is needed for temporary window signs affixed to the window pane (§8.303). [11]

5. Lighting and animation (ZO §8.421–8.422, Ord. 4117)

  • No sign may be permitted that moves by any means or has animation, except flags (§8.421). [5][14]
  • Permanent signs may be illuminated only by internal, internal indirect or indirect lighting unless otherwise specified; indirect lighting must be shielded so the source is not visible from any adjacent street or property (§8.422.I). [15]
  • Prohibited (§8.422.II): flashing, blinking or rotating light emitting devices; exposed neon or similar cold or hot cathode, fiber or rod illumination; exposed incandescent, fluorescent, metal halide, mercury vapor and high and low pressure sodium lamps; exposed LEDs except for indirect lighting. [5][15]

6. Placement limits and prohibited signs

  • Only signs erected, maintained or required by the City or another governmental entity are allowed in the public right-of-way or on public property (§8.102.C). [37]
  • No sign may interfere with the sight distance requirements of the Design Standards and Policies Manual or with ADA requirements (§8.102.D). [38] The city's Intersection & Driveway Sight Distance PDF is for calculating sight visibility triangles at intersections and driveways. [10]
  • The city's Code Enforcement page lists as not allowed: neon signs unless hung 3 feet back from the window face; inflatable objects unless used with a Special Event permit; temporary signs on utility poles or street signs and bandit signs; gobo (lighting) signs; street banners; vertical feather/blade banners; pennants, balloons and other inflatable devices unless approved with a Special Event Permit. [16]
  • Post-and-panel, portable (A-frame type) and off-premise traffic directional signs: no illumination, searchlights, amplified sound, animation, reflective materials, or attachments such as balloons, flags, pinwheels, ribbons or speakers (§8.600). [39][40][41]

7. Signs that don't need a permit (ZO §8.303, Ord. 4300)

Unless a permit is required by Chapters 31 and 36 of the Scottsdale Revised Code: [11][17]

  • signs not visible from a separate lot or street; [11][17]
  • temporary window signs affixed to the window pane; [11][17]
  • any sign authorized by the code that is six (6) square feet or less; [11][17]
  • address and building identification signs required by Chapters 31 and 36, up to twelve (12) inches high; [11][17]
  • maintenance without changing wording, composition or colors; [11][17]
  • relocation of a sign required by a City construction project. [11][17]

Signs for an approved special event are permitted under Chapter 22 of the Scottsdale Revised Code. [17] The Sign Permit Application asks you to list all signs, including any signs less than 6 sq ft. [42]

8. Permit process: what to submit and what happens after

  1. Check the site's approvals. See section 1 for master sign program look-ups. [9]
  2. Complete the Sign Permit Application (rev. 12/4/2024) and list every sign, including signs less than 6 sq ft. [42]
  3. Attach the minimum submittal items listed on the application: site plan; color sign elevation plan/renderings; sign section and installation details for building signs; sign structural and footing details for freestanding signs; landlord/management company and HOA/POA approval when applicable; and the request for site visits and/or inspections (attached to the application). [42]
  4. Apply through Scottsdale SPUR, uploading the completed application; incomplete applications will not be processed. [10] Signs on commercial properties must be installed by an Arizona-licensed general contractor or sign contractor.
  5. Review: administrative review five (5) business days (goal one (1) business day online), then substantive review five (5) business days per review cycle; no expedited plan review services. [10]
  6. Fees (effective July 1, 2026): [7][8]
    • permit: $237 base fee per application, plus $26 / $168 / $268 / $363 per sign (0–10 / 11–20 / 21–30 / 31 sq ft and over); temporary banner $37; [12]
    • plan review: $39 / $84 / $131 per sign (0–20 / 21–30 / 31 sq ft and over); revision $121 per hour; [8]
    • both schedules say they are not all-inclusive and other fees may apply. [12][8]
  7. Deadlines: the application expires 180 days after the last plan submittal. [42] After the permit is issued, the first inspection must be obtained within 180 days, and each later inspection within 180 days of the last, or the permit expires; a fee is required to reinstate an expired permit. [10]

9. Temporary signs (ZO §8.600, Ord. 4300)

  • Banners (commercial, industrial and mixed use districts, not S-R): one per business; one (1) square foot per linear foot of building wall, not to exceed 250 square feet; maximum height 36 feet, not above the roof line; maximum duration 35 consecutive days within a calendar year. S-R district: 12 square feet. [43][36] The city's banner page adds: all banners require a permit; the 35-day duration begins one (1) day after approval; banners are not allowed in Residential Districts; banner permit extensions are not allowed. [44]
  • Commercial post-and-panel signs (commercial, industrial, mixed use): one (1) sign on lots under 1,200 feet wide, two (2) at 1,200 feet or more plus one (1) per additional 600 feet, maximum six (6) per street frontage; five (5) feet high and 16 square feet, or 10 feet and 32 square feet behind a dedicated scenic corridor easement or next to the Loop 101 Pima Freeway frontage road. Signs may be placed at the beginning of the "duration of activity" and removed no more than seven (7) days after it ends; the duration of activity runs from approval of a Development Review Board application to its expiration, from building permit issuance to a Certificate of Shell Building or Certificate of Occupancy, final inspection approval or permit expiration, or during active marketing of the lot for sale or lease. [40]
  • On-premise portable signs: six (6) square feet; three (3) feet high; keep a six (6) foot wide unobstructed path and a (10) foot distance from pedestrian stairs or ramps. [41] In commercial, industrial and mixed use districts: not within 100 feet of the back of curb (unless separated by a structure and not visible) or within a scenic corridor; one (1) per abutting street frontage and one per tenant suite, within ten (10) feet of the suite's primary entrance.
  • Construction fence banners (commercial, industrial and mixed use districts): 32 square feet; one per street frontage; removed upon expiration of the building permit or final inspection approval. [36]

10. Getting more than the standard allowance

  • Master sign programs: new programs and amendments begin with a Pre-Application submittal; most are reviewed through Minor Development Review (staff approval), and major or more complex ones may go to the Development Review Board. [9]
  • Who approves master sign programs. ZO §8.301.A (Ord. 4315) says sign illumination, method of attachment, placement, structure, comprehensive sign programs, master sign programs and community sign districts created by property owners "are subject to Development Review Board approval as described in Article I." Article I is not among the sources we saved, so this page does not say how it splits staff and Board review. The city's Master Sign Programs page says most sign program applications are reviewed through Minor Development Review (staff approval), and major or more complex ones may go to the Development Review Board. Ask the One Stop Shop which path applies. [2][25][9]
  • Community sign districts: see section 1 for who may form one and where (§8.302.II); bonuses of twenty (20) percent to sum total sign area, sign area and height may be approved. [19]
