Where city documents disagree
These official sources say different things. We show both and don't pick one; ask the city which applies.
- Expedited review premium. The Sign Regulations page says expedited review is "(100% of sign permit fee)." The DS Fee Schedule (printed page 28) says "Expedited Premium 100% (1.00) of total permit fee" and that expedited fees are "calculated on the Total Permit Fee (Building Permit Fee and Civil Engineering Fee, if any)." [1][8]
- Detached banner distance from the right-of-way. The city's fabric sign handout says: "Detached banners, air activated, and balloon signs must be secured to the ground in a manner that prevents high winds from removing it. It must also be located at least 50 feet from the right-of-way." The 2018 Sign Code §11-42-6 applies the fifty (50) foot rule only to air activated and balloon signs (§11-42-6(C)(2)); for detached banners (§11-42-6(B)) it requires that they "be secured to the ground in a manner that prevents high winds from removing the banner." [9][10]
- Who approves Comprehensive Sign Plans. In Ordinance No. 5996 (Exhibit 3, Section 6), the Authorization paragraph of §11-46-3 strikes "Zoning Administrator Hearing Officer or the" and reads "Board of Adjustment may approve a Comprehensive Sign Plan." The Review Criteria paragraph of the same section, as printed in that exhibit, still reads "The Zoning Administrator Hearing Officer or the Board of Adjustment may approve." [11][12]
1. Which rules apply to a property
Permanent sign allowances are set by zoning district in Tables 11-43-3-A to F of the 2018 Sign Code:
- Table A: AG, RS, RSL, DR-1, T3N, and T4N. [13]
- Table B: RM, DR-2, DR-3, T4NF, and T5N. [13]
- Table C: OC. [13]
- Table D: the 2018 Sign Code lists "NC, LC, GC, PS, PEP, LI, GI, and HI." Ordinance No. 6025 (Section 20 of its "2026 Zoning Code Refinement Text Amendment") reads "NC, LC, GC, MX, PS, PEP, LI, GI, and HI." [6][14][15][16]
- Table E: DB-1, DB-2, and DC outside the Downtown Pedestrian Area. [7]
- Table F: DC in the Downtown Pedestrian Area, T4MS, T5MSF, T5MS, and T6MS. [17]
- ID, PC and EO districts: ID-1 signs follow the base zoning district, unless the adopted infill incentive plan or an adopted comprehensive sign plan specifies otherwise; ID-2 signs follow the adopted infill incentive plan or an adopted comprehensive sign plan; PC follows the community plan or an adopted comprehensive sign plan; EO follows the EO District Development Plan or an adopted comprehensive sign plan. The city's "10 Steps" guide says the zoning district "can be determined at www.mesaaz.gov/maps," and to check "any previous sign variances or comprehensive sign plans approved by the Board of Adjustment or Zoning Administrator." [19]
2. Commercial and industrial limits (Table 11-43-3-D)

- Each occupant is allowed a minimum of 24 sq ft regardless of front foot. [6]
- If an occupancy has more than one exterior wall, the longest wall is used. [6]
- Single occupant pad buildings under 5,000 sq ft may instead use Table D-2: 4 signs, 2 sq ft per lineal foot of the widest building elevation up to 160 sq ft, 80 sq ft per sign, no sign wider than 50% of the elevation, minimum 24 sq ft. [7]
Detached signs per development (Table D-3):
- Total area: 1 sq ft per lineal foot of street frontage. [7]
- Per sign: max 12 ft high and 80 sq ft. [7]
- Height by frontage: one sign, 1 ft of height per 10 lineal ft of street frontage; multiple signs, 1 ft per 20 lineal ft. [7]
- Option for centers (Table D-4): commercial developments with at least 3 separate occupants and more than 400 ft of frontage on one street may have one sign up to 120 sq ft and 14 ft; all other detached signs max 50 sq ft and 8 ft. [7]
3. Residential, office and downtown districts (Tables 11-43-3-A to F)
- Table A: AG, 1 sign per street front, 6 sq ft; RS, RSL, DR-1, T3N, T4N, 1 sign per lot or parcel, 4 sq ft; 10 ft attached, 4 ft detached; non-illuminated. [13]
- A lot allowed to operate a non-residential use may increase each sign to 32 sq ft, 8 ft if detached or below the parapet or eave if wall mounted; this does not apply to Home Occupations. [13]
- Table B: 2 signs per street front; 1 sq ft per 5 lineal ft of street frontage up to 32 sq ft; 8 ft detached; illumination allowed only next to an arterial or collector street. [13]
- Table C (OC): "The maximum aggregate sign allowance for all signage (attached and detached) is thirty-two (32) sq. ft." [13]
- Table C-1 attached: single-occupant building, 2 attached signs, minimum 24 sq ft; multiple-occupant building, 1 attached sign per occupancy, minimum 20 sq ft; 1 sq ft per front foot of occupancy. The Table C-1 sign area applies only to occupancies with an exterior wall (with more than one exterior wall, the longest wall can be used), and the minimum applies to each occupant with an exterior wall (notes 1 and 2). Table C-2 detached: 1 per street, 1 sq ft per 5 lineal ft of frontage, 8 ft. [6]
- Table E (DB-1, DB-2, DC outside the DPA): attached signs must use individual letters (no cabinet signs); 2 sq ft per front foot up to 120 sq ft, minimum 32 sq ft; window signs 30% of window; detached 1 sq ft per linear foot of street frontage up to 32 sq ft, 5 ft. [17]
- Table F (DPA and downtown transects): wall, awning, blade, hanging, marquee, projecting and window signs (window max 30%). [17][20]
4. Design rules for permanent signs (§11-43-2)
Attached signs:
- Mounted so the attachment device is not visible; individual letters such as pan channel, or an architecturally designed cabinet that is irregular and freeform in shape. [21]
- Opaque backgrounds on internally illuminated signs so only the copy is lit. [21]
- No more than 50% of the width of the elevation on a single tenant building; no more than 75% of the occupancy front in a multi-tenant building. [21]
- Wall signs below the parapet or eave; roof signs not permitted; signs allowed on a false mansard roof, awning, or canopy. [21]
- The city checklist adds: "Sign height shall not exceed tenant space." [22]
Detached signs:
- Metal, masonry, or similar durable material; a single base at least 75% of the width of the copy, or posts or columns totaling at least 33%. [23][24]
- Internally illuminated: opaque background, or translucent background of no more than 50% opacity. [24]
- Not within 75 ft of any other detached permanent sign on the same parcel or Group C-O-I Development site. [24]
- Distance from curb: the 2018 Sign Code §11-43-2(C)(1)(d) says: "For streets or roads with three (3) or more traffic lanes, a sign is not allowed within fifteen (15) feet of the face of curb or edge of pavement, when no curb exists." The city's sign checklist item, which cites that same section, shortens it to: "Freestanding sign shall be 15 feet minimum from curb. (§11-43-2 C.1.d)". Ask the city how it applies the rule on streets with fewer than three lanes. [24][22]
- A corner sign visible from both streets may not exceed the allowance for the longer street frontage, and its area is deducted from the corner parcel's total. [24]
- Embellishment may extend up to 20% of the permitted height above the height limit. [24]
5. Other common sign types
- Window signs (outside Tables E and F districts): "up to twenty-five percent (25%) of the area of the window and shall not be counted towards the maximum attached allowable sign area" (§11-43-11). A window sign needs no sign permit (§11-47-2). [25][4]
- Electronic message panels (§11-43-5): [26][27]
- each message at least 8 seconds with no movement; fade, dissolve, travel or scroll transitions not over 2 seconds; [26][27]
- automatic lighting control such as photocells; dusk to dawn, no more than a 0.3 foot-candle difference between off and solid message; [26][27]
- not lit between 11:00 p.m. and sunrise within 150 ft of RS, DR-1, DR-2, RM, RSL or T3N unless fully screened; [26][27]
- written owner certification before the sign permit is issued; may be used as a wall sign. [26][27]
- Flags (§11-43-6): no more than 3 flagpoles per lot; no more than 2 flags per pole; flag length no more than one-third of in-ground pole height; no sign permit needed for a flag. [27][28]
- Drive-thru and driveway signs "do not count against the detached permanent sign allowance" (§11-43-4). [26]
- Subdivision entry signs (§11-43-10): no more than 2 entries; two wall signs or one double-faced monument per entry; each sign 20 sq ft max; indirect or downcast lighting only. [29][25]
- Murals (§11-43-8): sign copy more than 2 inches high that is readable from beyond the lot or within 50 ft counts against sign area. The ordinance in council file 20-1103 (adopted Dec. 1, 2020) adds: "A PAINTED WORK OF VISUAL ART OR PICTORIAL REPRESENTATION APPLIED TO OR INCORPORATED INTO A WINDOW IS A WINDOW SIGN." [29][30]
- Freeway Landmark Monuments (§11-43-7 as rewritten by Ordinance No. 5886, Nov. 18, 2024): [2]
- LC, GC, PEP, LI or GI zoning (or PC or ID-2 zoning, in conjunction with a commercial or industrial use, if the approved Community Plan or Infill Plan permits it); at least 30 contiguous acres; frontage on a freeway and an intersecting arterial street; [2]
- Design Review Board and Planning and Zoning Board recommendations, a Council Use Permit, and a sign permit; [2]
- max 60 ft high (up to 90 ft with a height modification); max 750 sq ft; [2]
- 2,000 ft from another FLM, 1,000 ft from a billboard, 500 ft from residential zoning or use (400 ft absolute minimum), with listed exceptions. [2]
6. Temporary and portable signs (Chapter 42)
- A-frame/T-frame signs: max 8 sq ft and 4 ft (Table 11-42-3). [31]
- In the right-of-way only in the Downtown Pedestrian Area, with an annual Administrative Use Permit (valid one year), a certificate of insurance, an encroachment permit from the City Engineer, a 5 ft minimum access width, and display only during business hours (§11-42-2(H)). [32][31]
- A-frame permit renewal (current rule): Ordinance No. 5996, adopted March 9, 2026 (Council minutes) and effective "thirty (30) days after the adoption of this Ordinance," amended §11-42-2(H): a renewal application for the AUP "MUST BE SUBMITTED ... PRIOR TO the expiration date of the current AUP." Outdated wording: the 2018 Sign Code text and the city's A-frame handout (Rev. 7/26/21) say to renew "within thirty (30) days of the expiration date of the current AUP"; Ordinance No. 5996 strikes "within thirty (30) days of". [33][32][11][12][34][35]
- The city's A-frame handout (Rev. 7/26/21) lists the permit fee as "$25.00 plus $1.00 for the Technology Fee, $26.00 total." Confirm the current fee with the city. [33]
- Fabric signs (§11-42-6): one fabric sign per occupancy in a non-residential development "if an Administrative Use Permit is approved," for a maximum of 30 days per calendar year. [36]
- Wall banners: all corners fastened, vents, 8 ft clearance above areas open to public use. The handout lists detached banners 12 sq ft and 6 ft; wall banners 32 sq ft, below the roof or parapet; air-activated 12 ft; balloons 20 ft. - Portable signs in LC, GC, DB-2, PEP, LI, GI, HI and EO (Table 11-42-2-E): lots of 2 acres or less, 1 sign per street front, 12 sq ft, 8 ft. "The more restrictive standards from Tables 11-42-2-C through G and Table 11-42-3 apply." [37][31]
- Undeveloped lots (Table 11-42-4-A): 32 sq ft, 8 ft, 1 per street frontage (2 on lots more than 1 acre); removed within one week after the Certificate of Occupancy. [36]
7. Lighting, placement and prohibited signs
- Lighting (§11-41-3(B)): light source not directly visible from adjacent residential use or a public thoroughfare; incandescent bulbs over 11 watts need a dimming or screening device, and no bulb over 40 watts; no illuminated sign on a vacant or undeveloped lot; no flashing, blinking or rotating lights, metal halide, sodium or mercury vapor. [38]
- Placement (§11-41-3(D)): not within, on, or projecting over the right-of-way, except in the Downtown Pedestrian Area; not on public property; not on the roof or higher than the highest point of the building portion it is attached to. [38][39]
- The city checklist adds: "Dedicated easements shall have no sign(s)." [22]
- Signs within the future width line of the right-of-way (and not within the right-of-way) are allowed only if authorized by an approved variance or as a replacement sign under §11-48-2-E; the owner must also enter into the City's sign agreement (the owner pays to relocate the sign when the right-of-way is widened) and submit a Certificate of Insurance (§11-47-7). [40]
- Sight visibility triangles (§11-41-8): "No permanent sign is allowed above the height of three (3) feet." [41]
- Prohibited (§11-45-1 in the 2018 Sign Code): pennants, streamers, and whirligigs; portable message center signs; reflective signs; billboards; off-site signs; animated signs; flashing or moving signs; strobe lights; signs on utility poles or public property. [42]
- Ordinance No. 5847 (adopted March 4, 2024) strikes "Billboards or Advertising For Hire Signs" and "Off-site Signs" from that list and creates a Billboard Overlay District, used only with ID-2, PS or MX zoning. [43]
8. Signs that don't need a sign permit (§11-47-2)
The code adds: "An electric permit is still required for any exterior electric signs." [4]
- A change in sign face with no structural or electrical changes. [4]
- Signs 6 sq ft or less, unless prohibited by Chapter 45. [4]
- Unilluminated portable signs 32 sq ft or less that are specifically listed as permitted by Chapter 42. [4]
- Standard sign maintenance; relocation required by the City or another governmental agency. [4]
- Window signs, flags, and vehicle signs. [4]
9. Permit process: what to submit and what happens after
- Research first: zoning district and any previous sign variances or comprehensive sign plans ("10 Steps" guide). [19]
- Application (§11-47-3): all required fees; plan and elevation drawings with sign type, materials, dimensions and location; construction specifications including structural calculations; electrical specifications; method of attachment; scale drawings showing the distance from the sign's leading edge to property lines, the future width line and the right-of-way; zoning of the parcel and abutting parcels; and current photographs showing no unauthorized signs. [44]
- Checklist items: current and future right-of-way dimensions; dimensions from back of curb or sidewalk to all freestanding signs; distance between freestanding signs; electronic message panel certification letter from owner. [22]
- Monument signs: "Provide structural and electrical plans with calculations sealed by an Arizona registered engineer (P.E.)." [45]
- Existing unlawful signs: the City will not issue a permit for new signs while the site displays an unlawful or prohibited sign, unless the permit requires their modification or removal (§11-47-4(B)). The "10 Steps" guide says existing non-conforming signs "are required to comply with 11-48-1." [44][19]
- Submit and pay: "Review begins after payment and documents have been received." [1]

- Inspections (§11-47-5): footing inspections on detached signs, electric inspections, and a final inspection. The "10 Steps" guide: "The sign permit process is not completed until the final inspection is approved." [40][46]
- Expiration (§11-47-9): a sign permit expires if work is not commenced within 180 days of issuance; the Building Official may extend it on written request. [47]
10. Getting more than the standard allowance
- Comprehensive Sign Plans (§11-46-3): approved "in conjunction with the granting of a Special Use Permit in accordance with Chapters 67 and 70 of the Zoning Ordinance"; may exceed the permitted height, area, and number of signs if the review findings are met. Who approves: see "Where city documents disagree." Under Ordinance No. 5996, expiration and extension "FOLLOWS THE COMMON PROCEDURES FOR APPROVALS AND EXTENSIONS IN SECTION 11-67-9." [11][12]
- Variances are filed with the Planning Division and processed under Chapter 67 and Chapter 80 of the Zoning Ordinance (§11-46-1(B)). [48]
- Minor Comprehensive Sign Plan Modifications can be filed as an Administrative Review, "such as modifications to sign size within +/- 10% of approved guidelines"; staff provide written comments "within 16 working days of the application acceptance." Planning: 480-644-2385, planning.info@mesaaz.gov. [49]
11. Old or existing signs (Chapter 48)
A legal nonconforming sign may continue only as it existed; it may not be re-erected, relocated, or replaced unless brought into compliance; and it must be removed or rebuilt to code if repair would cost "fifty-percent (50%) or more of the cost of reconstruction of the sign" (§11-48-1). [50]
